石家莊市人民政府作為主辦單位，石家莊市自然資源和規劃局、石家莊市城市更新有限公司作為承辦單位，北京科技園拍賣招標有限公司作為征集組織機構現舉辦“石家莊市太平河城市片區城市設計方案國際征集”活動。本次方案征集活動將公開邀請具有相關規劃設計經驗的設計機構前來申請應征，提交資格預審申請文件（以下簡稱“申請文件”）。通過資格預審選取5個應征人參加征集活動，并提交應征設計成果。
Shijiazhuang Municipal People's Government (as the Sponsor), Bureau of Natural Resources and Planning, Shijiazhuang and Shijiazhuang Urban Renewal Co. LTD （as the Organizers）, Beijing Science Park Auction & Tender Co., Ltd.(as Organizer of Solicitation) are currently holding the “International Solicitation for the Urban Design Proposals of Taiping River Urban Area of Shijiazhuang City” Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Prequalification Application Documents. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.
項目背景：滹沱河作為石家莊市的母親河，在歷史上具有重要的經濟、文化、景觀作用，河北省委省政府高度重視滹沱河區域生態環境整治，要求打造生態經濟帶。為加快構建滹沱河生態經濟帶，石家莊市委市政府確定太平河城市片區作為打造滹沱河生態經濟帶，實施擁河發展的起步區、示范區、引領區。
Project background: As the mother river of Shijiazhuang, the Hutuo River has played an important economic, cultural and landscaping role in history. The CPC Hebei Provincial Committee and the provincial government pay high attention to the ecological environment improvement of the Hutuo River region, requiring building ecological economic belt and urban landscape belt. In order to speed up the construction of Hutuo River ecological economic and landscape belt, the CPC Shijiazhuang Municipal Committee and the municipal government determined to build Taiping River urban area as the ecological economic belt of Hutuo River and to implement its development as a river-based starting area, demonstration area and leading area.

本次城市設計方案國際征集分為兩個層次：
The international solicitation for the urban design proposals is divided into two levels:
1）太平河城市片區概念城市設計范圍
1）Conceptual urban design scope of Taiping River urban area
太平河城市片區概念城市設計范圍南至古城東路、西至勝利北街、北至滹沱河右堤、東至體育大街，面積約5.53平方公里。
The conceptual urban design of Taiping River urban area covers an area of about 5.53 square kilometers, with the Gucheng East Road to the south, Shengli North Street to the west, the right bank of Hutuo River to the north, and the Tiyu Street to the east.
2）核心節點詳細城市設計范圍
2）Detailed urban design scope of core nodes
選取核心節點2-3處，總規模約1.0平方公里，作為詳細城市設計選址，具體選址范圍根據概念城市設計方案自行擬定。
Two to three core nodes with a total area of 1.0 square kilometer are selected for detailed urban design, and the specific site scope is drawn up according to the conceptual urban design proposals.

4. Eligibility and Qualifications of Applicants
4.1應征申請人（以下簡稱“申請人”）應為合法注冊的法人實體或由合法注冊的法人實體組成的項目聯合體。不接受個人及個人組合的報名。
4.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws. Individual or team of individuals will not be accepted.
4.2申請人應具有城鄉規劃或城市設計或建筑設計的相關資質或資格。
4.2 Applicants should have relevant qualifications for urban and rural planning or urban design or architectural design.
4.2.1中華人民共和國境內的申請人應具有城鄉規劃編制甲級或建筑行業（建筑工程）設計甲級及以上資質。
4.2.1 Applicants within the People's Republic of China should have Class A qualifications for the formulation of urban and rural planning or Class A qualifications for the architectural industry (architectural engineering) design or higher.
4.2.2中華人民共和國境外的申請人須依所在國或所在地區的管理規定具有城市規劃或建筑設計的執業許可或經營許可。港澳臺設計機構的資格要求參照境外設計機構資格要求的規定。
4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations. The qualification requirements for design entities in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design entities.
4.3 中華人民共和國境外的應征申請人（包括港澳臺的申請人）須與境內的申請人組成聯合體應征。
4.3 Any applicant outside the People's Republic of China (including those in Hong Kong, Macao and Taiwan) shall form a Consortium with an applicant inside the People's Republic of China before participating.
4.4申請人應具有與本項目的功能性質相類似的規劃設計經驗。
4.4 Applicants should have experience in planning and design similar to the functional nature of this Project.
4.5 本項目接受聯合體應征。
4.5 This Project accepts applications from Consortia.
4.6 除聯合體內部的成員外，參加征集的應征人之間不應存在關聯關系。
4.6 Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

有意向參加應征的申請人需先在北京科技園拍賣招標有限公司網站（m.jsszchexian.cn）下載資格預審文件領取登記表，填寫完成后以Word版本E-mail至征集指定郵箱kjysanbu@163.com或遞交至北京科技園拍賣招標有限公司，征集組織機構收到登記表后，再將資格預審文件的下載密碼發送給申請人。
Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science Park Auction & Tender Co., Ltd. (m.jsszchexian.cn). After completing the registration form, applicants should email the Word version to kjysanbu@163.com or submit it to Beijing Science Park Auction & Tender Co., Ltd. After receiving the registration form, the Organizer of Solicitation will send the download password of the Prequalification Documents to the applicants.
獲取資格預審文件的時間為2021年11月2日至2021年11月9日17:00 （中國北京時間，下同）。北京科技園拍賣招標有限公司網站將于2021年11月2日上午9:00開通。
The date for obtaining Prequalification Documents is from Nov 2, 2021 to 17:00 on Nov 9, 2021 (Beijing Time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. will be open from 9:00 a.m. on Nov 2, 2021.
申請文件遞交的截止時間為2021年11月17日中午12時00分，申請人應在遞交截止時間之前將申請文件遞交至征集組織機構。主辦單位和征集組織機構將拒絕接收逾期送達的申請文件。
The deadline for submission of application documents is 12:00 noon on Nov 17, 2021. Applicants shall submit such documents to the Organizer of Solicitation. The Sponsor and the Organizer of Solicitation will reject any such documents that arrive after the specified deadline.

8.1知識產權
8.1 IP (Intellectual Property) Rights
8.1.1 本次方案征集接收的所有有效的應征文件均不退回。
8.1.1 All response proposals received in this solicitation will not be returned.
8.1.2 應征規劃設計文件和設計成果的知識產權由主辦單位/承辦單位與應征人共同享有。
8.1.2 The intellectual property rights of the Design Proposals and design results shall be commonly owned by the Sponsor/Organizers and the Participants.
8.1.3 應征人對其應征設計文件享有署名權，在征得主辦單位書面同意后可通過傳播媒介、專業雜志、書刊或其他形式評價、展示其應征設計文件的相關內容。除應征人的設計標準、設計導則和繪圖元素以外，應征人不得將應征設計文件及設計成果用于其他的設計項目。
8.1.3 The Participant holds the right of authorship for its Design Proposal and can comment on and display such Design Proposals in the forms of media communications, trade magazines, publications among others after granted with the Sponsor’s consent in writing. Participant shall not use the design documents and Design Proposals on other design projects, except the Participant’s design standards, design guides and principles, and drawing elements.
8.1.4 應征人應保證提交的應征設計文件及設計成果在中國境內或境外沒有且不會侵犯任何其他人的知識產權（包括但不限于著作權、專利權）或專有技術或商業秘密。應征人應保證，如果其應征設計文件使用或包含任何其他人的知識產權或專有技術或商業秘密，應征人應已經獲得權利人的合法、有效、充分的授權。應征人因侵犯他人知識產權或專有技術或商業秘密所引起的全部賠償責任應由應征人承擔。
8.1.4 Participants shall ensure that all the submitted application documents and Design Proposals have not infringed upon and will not infringe upon IPR (including but not limited to copyright and patent right) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their Design Proposals use or include IPR or proprietary technologies or trade secrets of others, the Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. The Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.
8.1.5主辦單位/承辦單位有權在本項目的規劃設計中使用應征人提交的規劃設計成果，主辦單位/承辦單位在項目的規劃設計中或在規劃設計方案調整綜合時可以全部或部分使用應征規劃設計成果的內容，也可以對其進行修改。主辦單位/承辦單位不得將應征設計文件及設計成果用于本項目以外的其他項目。
8.1.5 The Sponsor/Organizers has the right to use the planning and design results submitted by the Participants in the planning and design of this Project. The Sponsor/Organizers is allowed to use the Design Proposals in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals, and has the right to modify it. The Sponsor/Organizers shall not use the Design Proposals and design results for a purpose other than this Project.
8.1.6 主辦單位/承辦單位可以對所有應征設計文件及設計成果印刷、出版和展覽，并可通過傳播媒介、專業雜志、書刊或其他形式評價、展示、宣傳應征設計文件及設計成果，但應注明設計機構的名稱。
8.1.6 The Sponsor/Organizers can print, publish and exhibit all the application documents and Design Proposals, or comment on, display and publicize the application documents and Design Proposals via media communications, trade magazines, publications or by other means. The precondition is indication of the name of design institutions for such design.
8.1.7應征建筑設計方案（如果有）的著作權歸屬于應征人。建筑設計方案使用權轉讓事宜另行協商。
8.1.7 The copyright of architectural design proposals (if any) shall belong to the Participants. The transfer of the right to use the architectural design proposal shall be negotiated separately.
8.2 Compensations for Designs Proposals
主辦單位/承辦單位將向按征集文件的要求在規定的時間內提交了有效應征文件的應征人支付應征設計補償金，金額為人民幣180萬元（含稅）。當應征人出現下列情況時，主辦單位不予支付補償金：
The Sponsor/Organizers will pay compensations for Designs Proposals to Participants who have submitted valid application documents in accordance with the solicitation document requirements. The amount is RMB 1.8 million (including tax). The Sponsor will not pay any compensation when Participants are under the following circumstances:
(1) 應征人未按規定時間提交應征文件；
(1) Participants fail to submit the application documents within the specified time;
(2) 應征人提交的應征文件經專家委員會評審被認定為未對征集文件要求作出實質性響應；
(2) The application documents submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;
(3) 應征人被取消應征資格。
(3) Participants are disqualified.
8.3獎項和獎金的設置
8.3 Awards and prize settings
本次方案征集設優勝獎3名，獲得優勝獎的應征人將獲得獎金50萬元人民幣（含稅）。
There will be three winners in this solicitation. The winning Participant will receive a prize of RMB 500,000 (including tax).
8.4征集后續工作：主辦單位可以從獲得優勝獎的應征人中選擇應征人進行方案綜合，并與其另行簽訂方案綜合委托合同。方案綜合的總費用約400萬元人民幣（含稅）。
8.4 Follow-up work for the solicitation: The Sponsor may select the Participant from the winning Participants for proposal integration and sign the commission contract of proposal integration. Total cost of proposal integration is approximately RMB 4.0 million (including tax).
8.5適用法律
8.5 Governing Laws
本次征集活動本身及與本次活動相關的文件所適用的法律和法規僅為中華人民共和國的法律和法規。
The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
8.6語言
8.6 Languages
資格預審文件以及與資格預審文件相關的補充文件和澄清文件均使用中文和英文書寫。申請文件應使用中文書寫，申請人隨申請文件提供的證明文件和印刷品可以使用另一種語言，但應附中文譯本。在中文與其他語言的意思表達不一致時，以中文為準。
The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. In the case of inconsistent expressions in both Chinese and other language, the Chinese version shall prevail. Application Documents for Prequalification shall be drafted in Chinese. Another language can be used for the proof documents that the Applicant provides along with the Application Documents and printed documents, but the version with Chinese translation shall be attached thereto. In the case of inconsistent expressions in both Chinese and other language, the Chinese version shall prevail.
8.7解釋權
8.7 Power of Interpretation
本次征集活動的最終解釋權歸主辦單位。
The Sponsor reserves the power of final interpretation in view of the solicitation.
