成都高新技術產業開發區管理委員會、成都天府國際空港新城管理委員會作為主辦單位，成都金融城投資發展有限責任公司、成都高投建設開發有限公司、成都國際空港新城建設開發有限公司作為征集人，現舉辦“成都高新區錦江和絳溪河六座橋梁概念設計方案征集”活動，擬面向全球公開邀請具有橋梁設計相關經驗的設計機構前來申請應征，提交資格預審申請文件。通過資格預審選取6名應征人參加征集活動，并提交應征概念設計方案。
With Chengdu Hi-Tech Industrial Development Zone Administration Committee and Chengdu Tianfu International Airport New City Administration Committee as the sponsors, Chengdu Financial City Investment and Development Co., Ltd., CDHT Investment Co., Ltd., Chengdu International Aerotropolis Group Construction and Development Co., Ltd. as the Solicitants, “The Solicitation of Proposals for Concept Design for Six Bridges of Jinjiang River and Jiangxi River in Chengdu Hi-Tech Industrial Development Zone” shall be organized and will be open for proposals and designed to invite global design institutions with related experience of bridge design to engage in response to solicitation of such design proposals. The Sponsors will select six Applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

征集研究和設計的主要內容：
Main Contents of Solicitation Research and Design:
(1) 橋位的確定。
(1) Determination of bridge location.
(2) 總體設計，包括橋梁總體布置，橋梁長度的確定及孔徑布置，橋梁橫斷面布置，橋梁縱斷面設計。
(2) Overall design, including overall layout of bridge, determination of bridge length, bore diameter layout, bridge cross section layout, design of bridge vertical section.
(3) 橋型方案設計，包括主橋方案（橋梁的上部結構和下部結構）、引橋及引道方案、橋梁建筑及景觀設計。
(3) Bridge scheme design, including main bridge plan (the upper and lower structure of the bridge), bridge approach and approach plan, bridge building and landscape design.
征集設計周期：征集階段設計周期約50天。2019年5月16日發出成都高新區錦江和絳溪河六座橋梁概念設計方案征集的征集文件，應征人開始設計工作；2019年5月24日進行項目情況介紹會和現場踏勘，屆時應征人的主創設計師應按時出席項目情況介紹會；2019年7月6日，應征人遞交應征文件（征集截止時間）。
Period of Solicitation for Planning and Design Proposals: The period of planning and design at the stage of solicitation is around six weeks. On May 16, 2019, the Solicitation Document of Proposals for Concept Design for Six Bridges of Jinjiang River and Jiangxi River in Chengdu Hi-Tech Industrial Development Zone will be released; the Participants design the work. It is tentatively scheduled to organize project recommendation meetings and on-site survey on May 24, 2019, when lead designer and the team from Participants shall attend the meetings. The time to submit Documents for Response by Participants (Deadline for Solicitation) is July 6, 2019.

4. 應征申請人的資格
4. Eligibility and Qualifications of Applicants
4.1應征申請人（以下簡稱“申請人”）應為合法注冊的法人實體或由合法注冊的法人實體組成的項目聯合體；
4.1 The Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;
4.2 中華人民共和國境內的設計機構須具有市政行業（橋梁工程）或公路行業（特大橋梁）工程設計甲級及以上資質或鐵道行業（橋梁）專業甲級資質；
4.2 The design entities within the People’s Republic of China shall be at least certified with one of the following: Grade A and above qualification of professional design of municipal industry (bridge) or Grade A and above qualification of professional design of road industry (long-span concrete bridge) or Grade A qualification of professional design of the railway industry (bridge);
4.3中華人民共和國境外的設計機構依其所在國的法律、法規或管理規定具有從事橋梁建筑設計資質或資格或營業許可。港澳臺設計機構的資格要求應參照境外設計機構資格要求的規定；
4.3 The design agencies outside the People’s Republic of China shall hold the qualification or business license of bridge construction design stipulated according to the laws, regulations or stipulations of the country where it is. The qualifications for planning and design institutions from Hong Kong, Macau and Taiwan shall refer to the requirements of qualifications for planning and design institutions outside the People’s Republic of China.
4.3申請人應有橋梁方案設計的相關經驗；
4.3 The Applicant shall have had bridge planning and design experiences;
4.4本項目接受聯合體申請。
4.4 The Consortium is accepted in this Project.
4.4.1 聯合體的各成員應共同簽署一份聯合體協議。
4.4.1 A consortium agreement shall be signed by all partners of the Consortium.
4.4.2 聯合體的成員機構不得超過2個。
4.4.2 There shall be no more than two member organizations of the Consortium.
4.4.3 組成項目聯合體的各成員單位不得再以自己的名義單獨申請資格預審，也不得同時加入本項目其它聯合體申請資格預審。
4.4.3 Any partner of the Consortium shall neither individually apply for the Prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.

有意向參加征集活動的申請人需先在征集組織機構進行報名登記（報名表在北京科技園拍賣招標有限公司網站下載，填寫完成后傳真或E-mail至征集組織機構），報名時間為2019年4月26日9:00至5月6日17:00（中國北京時間，下同）。北京科技園拍賣招標有限公司網站（m.jsszchexian.cn）將于2019年4月26日上午9:00開通。
The Applicant who intends to participate in the Solicitation shall register with the Organizer of Solicitation first (please download the Application Form from the website of Beijing Science Park Auction & Tender Co., Ltd., fill it out and fax or email it to the Organizer). The registration time is from 9:00AM April 26 to 17:00PM May 6, 2019 (Beijing time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. (m.jsszchexian.cn) will be open from 9:00AM on April 26, 2019.
申請人應按報名表的相關要求填寫并Email到kjysanbu@163.com郵箱，征集組織機構收到報名表后，再將資格預審文件的下載密碼發送給申請人。
After having completed the Application Form according to requirements therein, the Applicant shall email it to xionganud@vip.163.com. Upon the receipt of the Application Form, the Organizer of Solicitation will send the passcode for downloading Prequalification Documents to the Applicant.

6. Submission of Application Documents for Prequalification
資格預審申請文件遞交的截止時間為2019年5月11日上午11時30分，申請人應在遞交截止時間之前將資格預審申請文件遞交至征集組織機構。征集組織機構將拒絕接收逾期送達的資格預審申請文件。
The deadline for submission of application documents for prequalification is 11:30AM on May 11, 2019, and the applicant shall submit such documents to the Organizer of Solicitation before the deadline. The Organizer of Solicitation will reject any such documents arrived after the specified deadline.

8．征集說明
8. Instructions of Solicitation
8.1征集人分別對申請人資格、業績、項目團隊、行業聲譽等資料進行遴選，確定6家入圍應征人進入概念方案設計。
8.1 The Solicitants should select the Applicant’s qualification, achievement, project team and industry reputation respectively, and choose six Participants for the concept plan design.
8.2 6家入圍應征人通過現場抽簽方式隨機抽取3座橋梁完成概念方案設計。
8.2 Six Participants extract three bridges through on-site random draw to finish the concept plan design.
8.3 中選概念設計方案的確定：每座橋梁中選概念設計方案的確定將綜合技術專家對應征概念設計方案評價意見和上級行政主管部門的意見后確定。
8.3 Determination of selected concept design scheme: the selected concept design scheme for each bridge will be determined by integrating technical experts’ evaluation opinions of the solicitation concept design scheme and the opinions of superior administrative departments.
8.4征集概念設計補償金
8.4 Compensations for Designs Proposals
征集人將按《征集文件》的要求向提交了有效應征文件的應征人支付應征概念設計補償金，每座橋梁的應征概念設計補償金為人民幣60萬元（含稅）。
The Solicitants will make compensations for concept design proposals to the Participant that submits effective solicitation document. The compensation for each bridge is RMB 600,000 yuan (including taxes).
8.5當應征人出現下列情況時，征集人不予支付補償金：
8.5 If the Participant meets one of the following conditions, the Solicitants will not pay any compensation:
(1)應征人未按規定時間提交應征文件；
(1) The Participant who fails to submit the proposals as per the specified deadline;
(2) 應征人提交的應征文件經專家評審被認定為未對征集文件要求作出實質性響應；
(2) The proposals submitted by the Participant are affirmed by the experts through review to make no substantial response to the requirements of the solicitation documents;
(3)應征人被取消應征資格。
(3) The Participant is disqualified.
8.6征集人與每座橋梁的中選機構簽訂概念方案設計合同，中選機構將承擔其對應橋梁的后續深化設計工作，概念設計方案深化費用為：
8.6 The Solicitants sign the contract of concept plan design with the selected institutions of each bridge. The selected institutions will undertake the subsequent in-depth design of the according bridges. The expense for deepening of concept design scheme is:
交子人行橋：320萬元；
Jiaozi Foot Bridge: 3.2 million yuan;
錦尚大橋：250萬元；
Jinshang Bridge: 2.5 million yuan;
絳溪四線大橋：300萬元；
Jiangxi Four-line Bridge: 3 million yuan;
北一線跨絳溪河大橋：380萬元；
North Line Cross-Jiangxi River Bridge: 3.8 million yuan;
東一線跨絳溪河大橋：410萬元；
East Line Cross-Jiangxi River Bridge: 4.1 million yuan;
西一線跨絳溪河大橋：460萬元；
West Line Cross-Jiangxi River Bridge: 4.6 million yuan;
以上費用含中國境內、外應繳納的各項稅費、概念深化設計費用（按《設計任務書》完成該工程全部內容的概念深化設計，深度達到征集人要求的全費用）。
The above fee includes various taxes that should be paid both within and outside China and also includes the fee for concept development design (the design deliverables hall be fulfilled in accordance with the specific requirements of < the Design Pragram > and meet the requirement of the Solicitant).

9.1知識產權
9.1 Intellectual Property
9.1.1方案征集中接收的所有有效的應征概念設計方案均不退回。
9.1.1 All the effective solicited concept design scheme received in the plan solicitation will not be returned.
9.1.2應征人對應征概念設計方案享有署名權，經征集人許可后可通過傳播媒介、專業雜志、書刊或其他形式評價、展示其應征作品。
9.1.2 The Participant holds the right of authorship for its design proposals and can comment on and display such design work for Application in the forms of media communication, trade magazines, and publications among others after granted with the Sponsor’s consent in writing.
9.1.3征集人在建設項目的實施中可以使用最后中選的應征概念設計方案。同時征集人還可對所有應征方案印刷、出版和展覽，可通過傳播媒介、專業雜志、書刊或其他形式評價、展示、宣傳應征作品。
9.1.3 The Solicitants can use the final concept design scheme in the implementation of this Project. In the meantime, the Solicitants can also print, publish and exhibit the design proposals, or comment on, display and publicize the work for Application via media communications, trade magazines, and publications or by other means.
9.1.4征集人以及應征人均不得將應征概念設計方案用于本項目以外的任何項目。
9.1.4 Neither the Solicitants nor the Participant shall use the concept design in the Solicitation for a purpose other than the Project.
9.2適用法律
9.2 Governing Laws
本次征集活動本身及與本次活動相關的文件所適用的法律和法規僅為中華人民共和國的法律和法規。
The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
9.3語言
9.3 Languages
本次征集活動使用的語言為中文。
The languages used in the solicitation shall be Chinese.
9.4解釋權
9.4 Power of Interpretation
解釋權：本次征集活動及相關文件的最終解釋權歸征集人。與此次征集活動有關的所有往來通知、函件和征集成果文件均應使用中英文對照，中英文描述不一樣的地方，以中文文本為準。
Power of interpretation: The Solicitants reserve the power of final interpretation in view of the solicitation and related documents. The languages used in all the notifications, letters and solicitation achievement documents related to this solicitation shall be both Chinese and English. In the event of any discrepancy, Chinese shall prevail.
