寶坻區作為《京津冀協同發展規劃綱要》中直接點名的直轄市區，已成為京唐秦發展軸重要節點城市，京津中關村科技城是寶坻區和中關村攜手貫徹落實京津冀協同發展國家戰略，助力寶坻發展成為“京唐秦發展軸活力新城、非首都功能疏解重要承接地、科技綠色產業重鎮、國家級生態保護與建設示范區”的重大項目，且寫入了《京津冀協同發展規劃綱要》，納入了加強京津冀產業轉移承接重點平臺“2+4+46”計劃，同時也是《天津市落實京津冀協同發展規劃綱要實施意見》中重點打造的承接平臺之一。
As a municipality specificallyhighlighted in the Outline of the Planning for the Coordinated Development of Beijing-Tianjin-Hebei, Baodi District has become an important city as a node in the development axes of Beijing-Tangshan-Qinhuangdao. Beijing-Tianjin Zhongguancun Science City is the major project for Baodi District and Zhongguancun jointly implementing the national strategy of coordinated development of Beijing-Tianjin-Hebei to assist Baodi to be developed into “new and vibrant city in development axes of Beijing-Tangshan-Qinhuangdao, important place of relieving Beijing of its functions non-essential to its role as the capital, important town of science and technology and green industry, and national ecological protection and construction demonstration area”. It has been written into the Outline of the Planning for the Coordinated Development of Beijing-Tianjin-Hebei, and listed into “2 + 4 + 46” Plan of Strengthening the Industrial Transfer of Beijing-Tianjin-Hebei to Undertake Key Platform, and it has been one of the key platforms in Opinions on Implementation of Outline of the Planning for the Coordinated Development of Beijing-Tianjin-Hebei in Tianjin.

Beijing-Tianjin Zhongguancun Science City has always committed to the strategic positioning of “new engine of industrial ecological radiation demonstration area of Zhongguancun and regional economic development, and will form the development pattern with the leading industries of “artificial intelligence and intelligent manufacturing, new energy and new materials, biomedicine and medical devices, high-end equipment manufacturing” and modern services.
在新的區域發展背景下，按照高起點規劃、高標準建設的要求，京津中關村科技城將打造高標準、高定位、產城融合、引領下一代產業園區發展的京津冀協同發展創新載體示范區。就此，主辦單位組織天津市寶坻區京津中關村科技城規劃國際征集活動，公開邀請國內外資深行業專家領銜的產業園區規劃設計團隊和機構申請應征。本次將通過資格預審等方式選取4名應征人參加征集活動，最終按照任務書要求提交應征規劃成果。
With new regional development background, Beijing-Tianjin Zhongguancun Science City will create Beijing-Tianjin-Hebei coordinated development innovation carrier demonstration area with high-standard, high-positioning, city-industry integration and leading the development of next-generation industrial park according to the requirements of planning with high starting point and construction with high standard. Therefore, the sponsor will organize the International Solicitation of Planning of Beijing-Tianjin Zhongguancun Science City in Baodi District, Tianjin, and openly invite the industrial park planning and design teams and institutions led by senior industry experts at home and abroad for the response. Finally，4 Respondentswill be selected through prequalification to participate in the solicitation and submit the planning results for response according to the requirements of Design Book.

七．應征申請人的資格要求
VII Eligibility and Qualifications of Applicants
1． 應征申請人應為合法注冊的法人實體，且應有與本項目功能性質相類似的產業園區類規劃設計經驗。
1． The Applicant shall be a legal entity that has been legally incorporated in accordance with laws and shall have had industrial park planning anddesign experiences similar in functions and nature to this Project.
2． 中華人民共和國境內的規劃或設計機構須具有城鄉規劃編制甲級或建筑行業（建筑工程）設計甲級及以上資質或外商投資企業城市規劃服務資格證書。
2． Planning or design institutions within the People’s Republic of China shall have the qualifications of Grade A urban and rural planning, Grade A architectural design (architectural engineering) or above or qualification certificates of urban planning services for foreign invested enterprises.
3． 中華人民共和國境外的規劃或設計機構須具有所在國頒發的從事城市規劃或建筑設計的相應資格或執業許可。港澳臺規劃設計機構的資格要求參照境外規劃設計機構資格要求的規定。
3． The Applicant outside the People’s Republic of China shall havecorresponding qualifications issued by its residence country for engaging in urban planning or architectural design orlicense for practicing. The qualifications for planning and design institutions from Hong Kong, Macau and Tai Wan shall refer to the requirements of qualifications for planning and design institutions outside the People’s Republic of China.
4． 本項目不接受聯合體應征。
4． The Consortium is not accepted in the Project.
八．應征報名及應征資格預審文件的獲取
VIII Obtaining of Registration and Prequalification Documents for Response
本項目報名時間為2018年7月26日8:30至8月3日18:00（北京時間）。
Registration period of the Project starts from 8:30July 26, 2018 to 18:00 August 3 (Beijing time).
1、獲取報名表：
1 Obtaining of Registration Form:
有意向的申請人需在組織機構網站（m.jsszchexian.cn）下載報名表，填寫報名表并加蓋單位公章后，先行將掃描件（PDF格式）發送至征集專用郵箱（kejiyuan08@126.com）。
The Applicant who intends to participate in the Solicitation shalldownload the Registration Form on the agent's website (m.jsszchexian.cn), fill in the Registration Form and stampthe official seal, andsend the scanned copy (PDF format) to the solicitation mailbox (kejiyuan08@126.com)after having completed the Application Form according to requirements therein and stamp the official seal.
原件隨資格預審申請文件一同遞交組織機構處。
The original shall be submitted to the agency in conjunction with the pre-qualification application documents.
2、獲得報名確認：
2 Obtaining of registration confirmation:
組織機構收到郵件后，將通過電子郵件告知意向申請人報名確認結果，對獲得確認的意向申請人，將通過電子郵件發送資格預審文件下載密碼。
The agency will inform the interested applicants of the registration confirmation result through the e-mail after receiving the mail, and send passcode for downloading Prequalification Documentsto the confirmed Applicant who intends to participate in the Solicitationthrough e-mail.
3、獲得資格預審文件：
3. Obtaining ofPrequalification Documents:
意向申請人獲得下載密碼后，可自行在組織機構網站（m.jsszchexian.cn）下載資格預審文件。
The Applicant who intends to participate in the Solicitation can download the Prequalification Documentsfrom the agent's website (m.jsszchexian.cn) after obtaining the download passcodes.
九．資格預審申請文件的遞交
IX Submission of Application Documents for Prequalification
應征申請人按資格預審文件的要求填寫、準備好資格預審申請文件（紙質版：1份正本，2份副本；電子版：2份（載體為U盤或光盤））后，應于2018年8月13日16:00前（中國北京時間）送達征集組織機構。
The Applicant shall fill and prepare the pre-qualification documents according to requirements of pre-qualification application documents (paper version: 1 original, 2 copies; electronic version: 2 copies (carrier is U disk or optical disk)), and deliver the documents to the agency before 16: 00 August 13, 2018 (Beijing time in China).
主辦單位和組織機構將拒絕接收逾期送達的資格預審申請文件。
The sponsor and agency will reject any such documents arrived after the specified deadline.

The Announcement will be released on cebpubservice.com (website of China Tendering and Bidding Public Service Platform ), www.ccgp.gov.cn (website of Chinese government procurement ), m.jsszchexian.cn (website of Beijing Science Park Auction &Tender Co., Ltd.)at the same time. The amendment and supplement of the Announcement shall be subject to the contents released via the above websites.
十一．其它條款
ⅩI Miscellaneous
1． 對于本次“天津市寶坻區京津中關村科技城規劃國際征集”活動，每個應征申請人只應自己單獨參加資格預審。
1． The Applicant shall only participate in pre-qualification by itself in the activityof “International Solicitationof Planning of Beijing-Tianjin Zhongguancun Science City in Baodi District, Tianjin”.
2． 本次征集活動設應征補償金及獎金。
2．This solicitation will set up compensations for design proposals and prize money
應征補償金是主辦單位支付給應征人參加征集活動、且遞交有效應征規劃設計方案的費用補償。有效應征規劃設計方案是指通過主辦單位技術工作小組的初步審核，經評審委員會確認的，未被取消資格的應征人遞交的設計方案。
Compensations for design proposalsare an expense compensation paid by the sponsor to Respondents for participationin the solicitation and submitting the valid planning & design proposals for response. The valid planning anddesign proposal for response refers to the design proposals submitted by the qualified Respondents, which have passed the preliminary verification of the sponsors’ technical working group and have been accepted by review board.
本項目應征補償金150萬元人民幣（含稅）/應征人。
Compensations for design proposals of the Project is RMB 1.5 million (including taxes)/ respondent.
獎金是對獲得一等獎和二等獎的應征人所支付的除補償金以外的獎勵費用。
Prize money is an additional incentive fee paid to the Respondents who win the first prize and second prize besides compensations for design proposals.
本次征集活動將設一等獎一名；二等獎一名。獎金分別為：一等獎200萬人民幣（含稅）、二等獎100萬人民幣（含稅）。
The Solicitation sets1 winner for First Place, and 1 winner for Second Place. The prize money of these places is: RMB 2 million (including taxes) for the First Place and RMB 1 million (including taxes) for the Second Place respectively.
獲得一、二等獎的應征人如被主辦單位要求配合方案綜合工作，則應全力配合方案綜合單位進行后續的規劃設計方案綜合工作，主辦單位將不另行支付配合費。
Respondents who win the First Place and Second Place shall make great efforts to cooperate with the proposals integration units to carry out the follow-up comprehensive work of planning & design proposal if requested by the sponsor, but the sponsor will not pay for additional cooperation fees.
3． 應征規劃設計方案的知識產權
3． IRPof Planning andDesign Proposals for response
（1）應征人對應征方案享有署名權，經主辦單位書面同意后可通過傳播媒介、專業雜志、書刊或其他形式評價、展示其應征作品。
(1) The Respondents shall be entitled to own the right of authorship to proposals for response, thus they can comment on and display the work for Response viacommunications, trademagazines, publications or by other means with the written consent of the sponsor.
（2）主辦單位有權在項目的規劃設計中使用應征規劃設計方案，主辦單位在項目的規劃設計中或在規劃設計方案調整綜合時可以全部或部分使用規劃設計方案的內容。同時主辦單位還可對應征方案印刷、出版和展覽，可通過傳播媒介、專業雜志、書刊或其他形式評價、展示、宣傳應征作品。
(2) The Sponsorhas the right to use such Planning and Design Proposals for Response in the planning and design of the Project, or to use any Planning Design Proposal in its entirety or partially in the design of the Project or in modification or consolidation of the design proposals. In the meantime, the Sponsor may also print, publish and exhibit the proposals for Response, or comment on, display and publicize the work for Response via media communications, trade magazines, publications or by other means.
（3）應征人和主辦單位均不能把應征方案用于本征集項目以外的其他任何項目。
(3) It is not allowed for both the sponsor and the Respondent to use the proposal for response into any other projects besides the solicitation project.
（4）主辦單位應要求應征設計機構準備或提交的全部設計文件在中國境內或境外沒有且不會侵犯任何其他人的知識產權（包括但不限于著作權、專利權）或專有技術或商業秘密。如果其應征設計機構的規劃設計文件使用或包含任何其他人的知識產權或專有技術或商業秘密，應征設計機構已經獲得權利人的合法、有效、充分的授權。應征設計機構因侵犯他人知識產權或專有技術或商業秘密所引起的全部賠償責任應由應征設計機構承擔。
(4) The sponsor shall request the design institution for response thatall prepared or submitted Design Documents will not infringe upon IPR (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. The design institution for response shall guarantee that if Planning and Design Documents use or include IPR or proprietary technologies or trade secrets of others, the design institution for response shall have already obtained legitimate, valid and sufficient authorization from the right holders. The design institution for response shall take all liabilities for any compensations arising from infringement upon IPR or proprietary technologies or trade secrets of others.
4． 參加征集活動的應征人之間不應存在關聯關系。
Respondents participating in the solicitation shall not constitute affiliations of any kind with each other.
5． 本次規劃征集活動中征集公告、資格預審文件、征集文件以及與征集文件相關的補充文件和澄清文件均使用中文和英文書寫。在中、英文兩種版本的意思表達不一致時應以中文版本為準。
The languages used to draft the Solicitation Announcement, pre-qualification documents, solicitation documents and supplement documents and clarification documents thereto shall be Chinese and English. In case of discrepancies between the Chinese and English versions, the Chinese version shall prevail.
6．應征文件以及應征設計機構與主辦單位之間與征集活動有關的往來函電和文件均應使用中文書寫。應征設計機構隨應征文件提供的證明文件和印刷品可以使用另一種語言，但必須附以中文譯本。
All of the documents for response and the emails and documents relating to the solicitation activitybetween the design institution for response and the sponsor shall be written in Chinese. Credentials and printing materials along with Documents for Response provided by the design institution for response may be written in other languages on condition that a Chinese version is affixed.
7． 與本規劃設計方案征集活動相關的會議及各項活動中口頭交流的語言為中文。
7． Language of oral communication in meetings and activities relating to the solicitation of planning anddesign proposals shall be Chinese.
8． 本次設計征集活動本身及與本次活動相關的文件所適用的法律和法規僅為中華人民共和國的法律和法規。
8． The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
